DeAndre Carter: Lions sign returner to active roster

THE FACT. The Lions signed receiver and returner DeAndre Carter to the active roster from their practice squad on Thursday, per NFL.com. Carter joined Detroit's practice squad on Oct. 15 after returner Tom Kennedy's season-ending knee surgery, a move Tom Pelissero reported at the time.

THE VERDICT. This is a special-teams promotion, not an offensive one. Redraft: ignore him, since Carter sits behind Detroit's established receiver group and projects to play return snaps. Dynasty: no action. DFS: relevant only in formats that score return yardage. Revisit only if a Lions receiver goes down.
